Duterte corrected the initial count of city GenCorp awards from 15 to 19 records. After a recess, counsel compared them with earlier PhilGEPS testimony and identified four purchase orders outside that earlier presentation.
He said he did not personally know whether GenCorp met a five-year line-of-business requirement and would check city records. He attributed bid evaluation to the Bids and Awards Committee and said procurement signing authority had been delegated to an assistant city administrator.
The court declared Duterte a hostile witness and allowed leading questions, while directing counsel not to mislead him.
After questioning by counsel and senator-judges, the presiding officer thanked and excused the mayor.
