Manaros M. Boransing II

He described his former civil-military operations duties and said the 1st Infantry Division received no DepEd funds for its 2023 YLS and IEC activities.
Boransing said he did not know that the certification would be used in DepEd's COA response; he said it mentioned no funds and certified that the activities occurred with the participating agencies' contributions.
After direct examination, the defense declined cross-examination. Senator-judges questioned Boransing, and the court then excused him.
Magtangol G. Panopio
Colonel, Philippine Army; civil-military operations officer; prosecution witness
Panopio took the oath before the prosecution presented its remaining disputed points concerning his December 5, 2023 certification.
He said he formally learned during the October 17, 2024 House hearing that DepEd had used his certification as a liquidation document, and said the certification attested that YLS activities occurred rather than to money or funds.
Asked about the relationship between his certification and DepEd's reported reward payments from confidential funds, Panopio said he had no information about such a relationship.
The prosecution ended its examination, the defense declined cross-examination, senator-judges questioned Panopio, and the court excused him.
