Atty. Melvin Matibag

Director of the National Bureau of Investigation; prosecution witness

Matibag testified that he issued Administrative Order No. 11 on April 16 to create an office task force to continue and monitor the investigation.

He described the task force's mandate as monitoring presidential security and seeking to identify the person whom he said the Vice President had contacted; he explained that persons of interest were not necessarily the person contacted.

On the Lascañas document, the chair allowed Matibag to testify only that it was used in the NBI investigation, not to establish the truth of its allegations; the chair also noted that the identified document was unsigned, unnotarized, and not under oath.

The defense recorded that Matibag had no personal knowledge of the first investigation and that his testimony about it was based on NBI records. The chair later granted a defense continuance, leaving cross-examination unfinished.
