The big picture

NBI Director Melvin Matibag completed defense cross-examination and questioning by senator-judges. The examination

The court's limits

Senator-judge scrutiny

Panfilo Lacson corrected the record on his former committee's treatment of Arturo Lascañas and questioned possible unequal law-enforcement treatment. Erwin Tulfo asked how persons of interest were developed, whether the alleged threat remained active, and whether presidential security had been informed.

The parties' positions

The prosecution defended Matibag's investigative account and objected to calling the House proceeding a mini-trial. The defense challenged the inquiry's consistency, legal framing, and breadth, including whether political opposition was being swept into the NBI's kinetic-action theory.

Evidence boundaries

The purported Lascañas affidavit was presented only as material Matibag said the NBI used in open-source work. The chair did not treat it as proof of authenticity or truth. Matibag's conclusions about public trust and continuing threats likewise remained his testimony and NBI interpretation.

What remained unresolved

The alleged contractor remained unidentified, a possible conspiracy remained only an investigative angle, and confidential coordination reports were not in the impeachment-court record. Matibag said the inquiry was continuing and had not yet produced a case on the conspiracy theory.

What's next

The parties were ordered to attend a July 23 conference to mark and compare video exhibits. Conditional subpoenas were also directed for former Land Bank managers Violeta Constantino and Nenita Camposano for July 29, while a possible change in presentation order remained open.
