Atty. Gerardo F. del Rosario
SEC Company Registration and Monitoring Department Director
Del Rosario said the GenCorp incorporation and GIS records he reviewed did not name Vice President Sara Duterte, while Metro City Chow Foods GIS filings from 2018 to 2025 listed her as a director and stockholder.
Reading GenCorp's 2025 GIS, Del Rosario identified JTC Group of Companies as a shareholder with 54.99 percent ownership. He said his department did not keep the beneficial-ownership declaration discussed in questioning.
Del Rosario said the Vice President's name did not appear in the Great Jolly Times Food or Times Square B Food records before him. He offered a trust arrangement or ownership through a corporate shareholder as possible explanations, not as established facts from those filings.
After his testimony, the chair thanked and excused Del Rosario.
Rendell P. Sopeña
Division Chief, Electronic Government Procurement Operations Division, PhilGEPS Office, Procurement Service, Department of Budget and Management
Sopeña was sworn and identified himself as division chief of the Electronic Government Procurement Operations Division of the PhilGEPS Office.
Sopeña said a PhilGEPS repository search by GenCorp's merchant name returned 49 awarded contracts: one from OWWA Region 11, 33 from PhilHealth Region 11, and 15 from the City of Davao.
He said his team extracted 231 related documents across 484 printed pages and that he certified and signed the printouts as representations of repository documents.
Sopeña identified USB media containing extracted data and explained that one workbook tab came directly from the repository while separate agency and annual summaries were prepared from it.
From the summaries, Sopeña gave award totals of ₱330,000 for OWWA Region 11, ₱1,331,288 for PhilHealth Region 11, and ₱34,216,900 for the City of Davao.
The chair arranged photocopies for both parties and later exhibit marking before the clerk; the defense's request to mark its corresponding copies was granted. These were document-handling directions, not a finding that the records proved the charged conduct.
After the prosecution ended direct examination, the chair addressed a possible defense cross-examination and asked Sopeña to return on September 28.
