Gina F. Acosta testified that she prepared the liquidation report using the fund-utilization report supplied by Col. Raymund Dante Lachica. Sen. Escudero then asked whether she had rejected any liquidation submitted by Lachica or accepted all of them as part of the Good Governance Program.
