Introduction

The big picture

The parties' positions

Senator-judges tested both sides' positions. The bank and AMLC order

The court found the specified records reasonably described and prima facie relevant. It allowed peso-account requests involving the Vice President, her spouse, Carpio Lawyers, and nineteen linked entities, while denying requests for two corporations that lacked a sufficient prima facie connection at that stage.

Safeguards and limits

Foreign-currency deposits were excluded without each depositor's written consent. Anti-Money Laundering Council material had to be submitted in camera, document-specific privilege claims remained available, and the chair removed catch-all language so only listed documents were covered.

The tax-record order

The Bureau of Internal Revenue subpoena was only a preliminary step. The commissioner was directed to make a lawful return on July 30, and the court said it would not receive tax records unless a statutory basis for disclosure was satisfactorily shown.

What the orders did not decide

No witness testified and no subpoenaed bank, Anti-Money Laundering Council, or tax record was admitted that day. The older records, from 2007 through 2021, were authorized only as a comparative baseline tied to the current Article 2 allegation, not as proof of another impeachable offense.

What's next

The court set a July 21 conference to transfer and compare video-exhibit markings. It also adjourned to July 21 at 2 P M, when NBI Director Melvin Matibag and two Land Bank managers were expected under the revised witness schedule.
