# October 1, 2026: Property records and SALN comparisons

An English audio overview of the October 1, 2026 sitting, covering disputed property comparisons, registry witness limits and deferred AMLC examination.

## Introduction

This is Working Draft's audio overview of the Impeachment Trial of Vice President Sara Duterte for October 1, 2026. This is a working reference, not an official Senate record.

## Two properties, competing SALN comparisons

Attorney Cathy Florence M. Baldonado, Register of Deeds IV of Davao City, and Attorney Marco K. Pineda, Deputy Register of Deeds III, designated Acting Register of Deeds of Island Garden City of Samal and concurrently Assisting Register of Deeds of Davao City, testified about two properties. The prosecution and defense disputed whether properties titled to Manases Carpio, married to Vice President Sara Duterte, corresponded to entries in her statements of assets, liabilities and net worth, or SALNs. The prosecution alleged nondisclosure. The defense said both properties were declared in the spouse sections.

## Davao documents

Baldonado described a 379-square-meter property in Matina. Supporting records placed it in Huna Subdivision, Matina Crossing, Talomo. She read a six-million-peso sale consideration and clarified that the deed was dated July 2, 2024. She also read an August 27, 2024 mortgage annotation for eight million pesos in favor of Philippine Savings Bank. On cross-examination, a newer tax declaration and a 2024 SALN spouse entry both showed a land assessed value of 82,046 pesos. The SALN entry described Barangay 74-A and recorded a ten-million-peso acquisition cost. Baldonado declined to confirm that it identified the titled property.

## Davao comparisons

Prosecution counsel Rep. Jonathan Keith T. Flores emphasized the six-million-peso deed consideration against the ten-million-peso SALN acquisition cost. Defense counsel Attorney Lindon Miguel C. Bacquel relied on the matching assessed value and argued that Matina Crossing was Barangay 74-A. He also elicited roughly 8.8 million pesos in combined land and building market values, plus additional fees. Those were different figures from the deed price and the assessed value. Presiding Officer Sen. Francis "Chiz" G. Escudero requested assessor mapping and supporting material before deciding the defense request for judicial notice. Baldonado said the registry did not hold SALNs and she lacked personal knowledge of their completeness.

## Samal documents

For Samal, Pineda read a second set of property records. The defense stipulated to a 751-square-meter title naming Carpio, married to Duterte, and an annotated price of 3,453,849 pesos. Pineda read March 15, 2018 as the deed date. The title, issued March 28, 2019, described Matanos; the deed described San Isidro, Kaputian District. He read a San Isidro spouse entry in the 2018 SALN and a Matanos entry in 2019. Both recorded acquisition in 2013 at a cost of 4,041,000 pesos. He declined to identify the property from a quick visual comparison.

## Samal identity remained contested

A tax declaration bearing the same title number and the 2024 SALN Matanos spouse entry both showed an assessed value of 346,960 pesos. Escudero qualified that comparison: document contents matched, while property identity remained open. Flores emphasized the different acquisition years and amounts. Bacquel explored installment arrangements and later title transfer. Pineda explained that derivative titles carry older cadastral descriptions forward, while the current tax declaration placed the land in San Isidro. Asked by Escudero whether full payment explained later sale entries, he said he had no personal knowledge.

## Senator questions and witness limits

Sen. Sherwin T. Gatchalian tested how title locations matched supporting records and SALNs, and questioned the Samal price difference. Sen. Joel Villanueva distinguished the title's married-to wording from joint ownership and sought a financial trail linking the acquisition to Article Two. Baldonado could not identify who actually paid or where the money came from. Sen. Erwin Tulfo asked about resale, SALN reporting and the source of purchase funds. Pineda said the registry had no source-of-funds paper trail and lacked personal knowledge of the spouses' marital property regime.

## Court directions and witness planning

The chair allowed the registry testimony over defense relevance and notice objections and directed circulation and later exhibit marking of the records. He allowed confrontation with newer tax declarations on cross-examination, subject to witness knowledge, limiting Baldonado's answers to their contents rather than their truth. Sen. Raffy T. Tulfo urged a more useful witness sequence and proposed hearing Sonny Trillanes before the Anti-Money Laundering Council, or AMLC. The chair left that choice to the prosecution. Rep. Gerville R. Luistro later withdrew Trillanes from its witness list.

## AMLC confidentiality and preparation

Before the planned AMLC examination, lead defense counsel Attorney Sheila C. Sison sought time to compare summaries and annexes with 23 to 24 boxes of material and prepare objections and questions. She argued that the material remained confidential and that the July subpoena ruling reserved later objections. Prosecution counsel Rep. Jose Manuel "Chel" I. Diokno opposed delay, saying the underlying documents had been furnished September 2. He distinguished unauthorized disclosure from lawful subpoena compliance and urged examination with objections addressed as they arose. Sen. Risa Hontiveros similarly argued that confidentiality barred indiscriminate leaks rather than lawful court disclosure.

## Preparation granted; Monday resumption

Sen. Vicente C. Sotto III expressed strong reservations about postponement. Sen. Alan Peter Cayetano supported preparation until Monday, balancing speed with fairness after the summaries arrived that morning. Sen. Francis Pangilinan said the AMLC issue had already been argued in July but supported a one-trial-day delay. Sen. Panfilo M. Lacson asked colleagues to study the bank-secrecy law's impeachment exception. Escudero granted defense preparation time and circulated AMLC confidentiality provisions for senator-judges to consider, with questions to be settled Monday. The revised sequence was AMLC, then banks and insurance companies, then the Bureau of Internal Revenue. Trial adjourned until Monday, October 5, at ten in the morning, with no Friday sitting.
