Before we proceed with the presentation of the Secretary, in behalf of the Committee on Appropriations, I would like to extend our thanks to the DPWH family,

headed by Secretary Vince Dizon, together with all the Undersecretaries and Assistant Secretaries and the Regional Directors around, for their presence this morning.

to enlighten us of the budget

for 2027, their programs, activities, and projects for 2027.

So I would like now to request and call the Secretary, Vivencio Dizon, to proceed with the presentation.

Thank you very much, Honorable Chairman, the Honorable Representative, Romeo Momo.

Madam President, former President Gloria Macapagal-Gloria, the Honorable Members of the Committee on Appropriations, magandang magandang maga po.

I will show a presentation that will essentially focus on the highlights of the proposed 2027 National Budget of the DPWH for Fiscal Year 2027.

And also focus on the...

...ongoing reforms the Department has been initiating over the past 10-11 months.

So, with your permission, Mr. Chairman, if I may proceed.

Yeah, please proceed.

So this highlights the proposed 2027 budget of the DPWH.

If I may just show the highlights of the budget.

It is a budget of...

643.95 billion.

Higher by roughly about 20%.

Mr. Chair.

Mr. Chair, may we have a copy of the presentation of the DPWH so that we can follow the presentation properly.

Thank you po.

The breakdown of the budget, and we have made a general breakdown here in this slide,

shows that the budget is divided into several components.

First of all, the budget covers the organizational outcome one,

which is really the repair, maintenance, and the building of national roads and bridges,

or the National Roads and Bridges Program.

Roughly 200 billion.

The Foreign Assisted Projects Program, these are covered by the various official development assistance loans,

and comprise of the big ticket flagship projects, not only of the PWH, but of the entire government.

Roughly about 118 billion.

The, and for this year, as we all know po, nung 2026,

dinesisyonan po ng both executive at ng kongreso na wala munang flood mitigation program na locally funded.

Kaya, pero po ngayong 2027,

2027 meron na po, at ang locally funded projects po natin for 2027 ay 83.84 billion.

Pero meron din po tayong Foreign Assisted Ongoing Flood Mitigation Projects.

Kasama po ito dun sa 117 billion Foreign Assisted Projects worth 19 billion.

Meron din po tayong Basic Infrastructure Program.

Divided into 105 billion for access roads and bridges.

From the national roads leading to major strategic facilities.

Meron po tayong 40.97 billion multipurpose buildings to support social services.

Meron din po tayong coastal roads to augment resiliency na 1.38 billion.

And meron din po tayong 419 million for local ports.

These four components form part of the Basic Infrastructure Program.

Meron din po 510 million na construction and rehabilitation for PWDs and elderlies as mandated by law.

Meron din po tayong 1 billion rehabilitation of disaster infrastructure.

Ito po yung ating commonly termed as yung,

Quick Response Fund natin during calamities.

And meron din pong 7.29 billion na construction and rehabilitation of water supply as mandated by the 1989 Republic Act on Water Supply.

Yung batas po natin on water supply.

Apart from this po, meron din po tayo yung ating automatic appropriations which essentially cover,

personal services, maintenance and other operating expenses.

And meron din po tayong support to operations.

Ito po yung mga feasibility studies natin, mga detailed engineering natin,

mga ating mga studies to make plans and programs.

Right of way worth 27.3 billion.

And finally yung general administration and support po na 2.77 billion.

The details of which we can provide the committee as well.

And which has already provided in the current draft of the, in the National Expenditure Program.

So this gives us a bird's eye view po.

Now if kumamagapatin niyo po, I will now proceed with the budget reforms that we have initiated over the course of the past 11 months.

Unang-una po, mag-start po tayo sa basics.

Uunahin ko na po na skin-wrap na po natin yung formula na,

yung tinatawag nilang parametric formula na ginagamit nung nakaraang mga ilang taon.

We simplified the allocations to be based on three core components.

First of all po, ang utos po ng ating Pangulo,

i-prioritize yung mga nakatenga o hindi tapos.

So we are prioritizing, trying to complete in some cases within the next fiscal year,

in most cases, dahil po maglalaki pa ang requirements,

in succeeding years, yung mga nakatenga o unfinished nating mga proyekto.

Ikalawa po, importante din po sa Pangulo, ay yung mandato ng DPWH na i-prioritize ang maintenance and repair of critical infrastructure.

Ito yung ating mga national roads and national bridges.

At kasama na rin po yung mga flood mitigation infrastructures na nasisira.

Nakita naman natin nitong mga nakaraang mga dumaan na bagyo.

Kailangan din po i-repair po yan ng mabilisan.

And i-address din po yung immediate needs ng mga communities,

which are covered mostly by the basic infrastructure program o yung BIT program natin.

Base po dito, nag-implement po tayo ng very, very strict evaluation

project evaluation system.

Unang-una po, pinagakas po natin ang technical and project vetting.

Makikita po natin ito sa mga susunod na slide kung ano po ang ginawa natin

para masigurado na ang mga project ay talagang na-vet ng maayos.

Yung pagsisigurado po, alimbawa, na mayroong mga plano, lahat ng mga project,

hindi po tulad ng dati na madalas ang nangyayari, project title lang po at cost ang pumapasok

sa NEP.

Wala po yung marami po dyan.

Wala pong mga plano, wala pong mga FS, hindi po basis sa mga existing master plans natin.

Ikarawa po, we are improving project information and traceability.

I-upload po namin, hindi lang po yung mga project titles na nandito sa NEP,

kundi i-upload din po namin lahat po ng supporting documents ng lahat ng mga project

na nakapaloob sa NEP para po makita lang, hindi lamang ng ating honorable committee,

pero makita din po ng buong publiko.

At ikatro po, very, very strict po tayo ngayon sa mga mandatory documentary requirements

which I will expound on in the coming slides.

Sinisigurado na po natin ngayon, kagaya nung nasabi ko kanina,

na hindi lang project title at cost ang nakapaloob sa National Expenditure Program.

Nandito na rin po ang lahat ng supporting mandatory requirements ng bawat proyekto.

At ito po, next slide, ito po ang stringent project requirements po natin ngayon.

Lahat po ng proyekto na nakapaloob dito sa National Expenditure Program natin

ay dapat merong approved program of work.

Ito po yung kabilin-bilina ng ating Pangulo, dahil nga po siya mismo nakita niya for himself,

na kapag po nung nag-expect siya po siya ng mga iba't ibang proyekto,

madalas po pag humihingi siya ng plano, wala pong ma-produce na plano ang DPWH.

At ito po ay nasa level na ng implementation.

Ito po, rinirequire na po natin ang plano,

ngayong parang po na ipapaloob pa natin lang sa budget ang mga proyektong nakapaloob sa National Expenditure Program.

Ikaliwa po, yung validated geo-tagged photos.

I will, if you will allow me to explain ano ang pagkakaiba po nung ginawa namin ngayon dun sa ginawa dati.

Dati po, and I think we have all seen this in the height of the flood control scandal,

madalas po sa mga geo-tagging na nangyari o mga coordinates na nangyari,

pagdating po sa pre-planning, sa planning stage, meaning sa pagpasok po ng mga proyekto sa budget,

either wala pong coordinates or kung meron man, ito po ay tinatawag nating tabletop coordinates lang.

Meaning, ginugel map, tapos inupload po.

At marami pa po sa mga proyekto, wala. Ni ito, wala. Noong itong nakaraan.

Ngayon po, dito sa mga proyektong pinasok natin sa National Expenditure Program, required po ang geotag photos on-site.

Meaning po, alam naman po natin, sanay naman po tayo sa mga apps natin sa telepono,

required po silang mag-upload on-site ng geotag photos na nandun mismo ang picture ng lugar,

kasama yung coordinates na geotag mismo.

So, hindi na po pwede yung nasa opisina lang po sila at google map sila at igagagay nila kung saan saan na lang.

Hindi na po pwede yun.

The project engineers, the district engineers, the planning engineers need to go on-site

and photograph the site with the coordinates attached automatically to the photos.

Required po yan.

Ikatlo po, requirement po ito ng Department of Budget Management,

yung required BP-202 compliance forms na nakapaloob po dyan lahat ng information tungkol sa proyekto.

Ikaapat po, and I will again discuss this in depth in one slide,

required pong pumirma lahat ng heads of implementation offices, district engineers and regional directors

ng tinatawag na Certificate of Implementation.

Ano po itong Certificate of Implementability?

Siguro we can move to the next slide, I think.

Yan po, babalik na lang po ako dun sa previous slide.

Kailangan po ng certificate na sinasabi na walang right-of-way issue.

Kasi madalas po ang napansin namin nung kami po ay pumasok late last year

na marami pong mga proyekto ay nare-render unimplementable

dahil po, linalagay ang proyekto sa budget

na

hindi pa po secure ang right-of-way

o walang kasigurahan na makukuha ang right-of-way

within the implementation period of the project.

Kaya po maraming mga nasasayang ng napondo.

So kailangan pong i-certify nung implementation office

na walang right-of-way issues.

Kailangan po din lang i-certify na no duplicate projects

dun sa mga project na yan.

Ito din po ay madalas na nakikita natin

ng mga nakaraang mga taon na madalas

same project titles,

ilang beses pong lumarabas

sa National Expenditure Program.

So, kaya i-certify na po ito ng DE

o ng RD

na wala pong duplicate project po ito.

Wala din pong previous funded

except for yung mga for completion.

At naging stricto na po kami

na kailangan po kung isang project

ay either continuation or for completion

kailangan po nakasaad yan doon sa project title.

Para po nakikita po talaga na ito ay ongoing project

at either tinutuloy or ikokompleto na lang.

And finally po, kagaya po nung geotag locations

kailangan pong i-certify nila

yung identified specific locations.

At ito po ay pinipirma ng DE

para po yung accountability ay klarong-klaro.

At kung meron pong madiskubre na problema,

makikita po ng COA at ng mga investigative authorities

na pinirmaan po mismo yan

at accountable po klaro

ang implementing office

either the DE or the regional director

dahil meron po siyang signed certificate of inventibility.

And ito po ay may kasama na rin pong siyempre

ano ito, accountability at takot.

Kasi siyempre po, kapag pumirma na po ang DE dyan o RD

eh matatakot na po yung gumawa ng house shout,

na proyekto.

Dahil po talagang nakapirma na siya dyan

at lahat po yan ay nakasubmit

bago ipasok sa National Expenditure Program.

Finally po, one slide up, sorry.

Kailangan po ang project ay may basihan at may koordinasyon.

Unang-una po ang nakita naming naging maraking problema

dun sa mga proyekto pong nababoy

ay unang-una,

yan ay hindi po,

hindi naging base sa either

isang existing river basin master plan,

isang feasibility study,

o drainage master plan ng isang LGU.

Inaamin po namin at I'm sure po marami pong magtatanong

sa ating honorable members,

ano ang status ng mga iba't ibang master plan?

And I will be able to answer that very clearly po mamaya,

pero sasabihin ko na po ngayon sa presentation ko po pa lang

na hindi pa po kumpleto ang ating master plan.

Nationwide.

Marami pong mga river basin master plans natin ay either hindi pa tapos

or kung tapos man, very outdated na po ito.

Alam naman po natin, given what we have seen with climate change,

the updating of these master plans is critical because they have a direct impact

on the engineering designs of the infrastructure that needs to be built.

Halimbawa po, kung ang rainfall, average rainfall natin,

according to our scientist ex noong 2010, 2013, 2015,

the years of which marami sa mga master plans natin eh ganun si kakatanda,

magkakipa na po ang pinagbago niyan 10 years or 15 years after.

And meron po yung direct impact, halimbawa po sa taas ng mga dike,

sa taas ng mga dam, sa design ng mga dike, sa design ng mga dam.

Sa laki po ng mga detention basin.

So hindi po tayo pwedeng basta-basta na lang magbase sa mga lumang mga studies

dahil maraki na po ang pinagbago ng klima 10, 15 years since these plans were completed.

Ikalawa po, hindi po lahat ng lugar ay may master plan. Sad to say.

Halimbawa po sa NCR, wala pa po talagang NCR fraud master plan.

Lahat po ito ay ongoing pa pero meron naman pong mga local master plans

tulad po ng Quezon City, halimbawa.

Tulad po ng Maynila, tulad po ng Pasig, Marikina.

Meron na pong mga master plans yan.

Kaya po puwapasok yung requirement din for either Regional Development Council,

Provincial Development Council, Local Development Council,

or at the very least

certificates of no objection from the LGUs para naman po coordinated naman po ang mga proyekto ng DPWH sa ating mga regional, provincial, at local authorities.

Hindi na po masasabi alimbawa ng Quezon City na ni Mayor Joy na daang-daang at bilyong-bilyong mga proyekto na fraud mitigation, eh hindi man lang niya alam.

So hindi na po ipapwede yun kasi required na po itong mga ito. Kailangan po may basehan na.

So yun po, very stringent po yan. At yung mga requirements na yan, ipopost po natin at iaralagay.

Iaralagay po natin para makita po ng publiko for full transparency.

Next slide.

Opo, importante din po itong budget rationalization and prioritization.

And one major component of this is the rationalization of the convergence and special support program.

Because we also, in the course of our...

Pushing for reform, nakita po din namin na itong CSSP na tinatawag, maraming din pong pwedeng gawin para ma-streamline natin, ma-rationalize at ma-reforma.

Unang-una po, lahat po ng local projects, kami po ay ginagay na po namin sa isang basic infrastructure program na lang.

Wala na po yung sipag.

So isa na lang po, VIP na lang po tayo para...

It is also meant to avoid duplication.

Dahil doon po sa mga nakita na din natin, na pinoint out din po ng mga investigations, ay doon din po nang gagaling yung mga duplication.

So simply, the simple solution was just to put everything under the VIP.

We have also instituted the removal of all the convergence programs with the other departments.

Kaya makikita nyo po dyan, halimbawa.

'no?

Ang trip program with the tourism department.

Tinanggal na po namin yun.

At ang sabi po ng DBM, imbes na po sa DPWH ipasok, yung mga programa ng DOT for infrastructure,

igagay na po either sa TIEZA or sa DOT na.

Bakit po?

Dahil po marami din po kaming narinig at nakita na priority ng DOT,

pero hindi naman po pumapasok sa trip program ng DPWH.

At meron pong mga pumasok sa trip program na hindi naman po priority ng DOT.

Kapareho din po ng roll-it program ng DTI.

Meron pong mga priorities ang DTI na hindi naman po pumapasok sa DPWH roll-it program.

So again, the simple solution was to just lodge all these priority infrastructure programs of DTI,

DTI, DOT, DOTR, yung katuparan program, and others, sa kanya-kanya na lang po nilang mga department.

At kung gusto po nila na ang DPWH ang mag-implement doon,

then ita-download na lang po yung pondong yun at magkakaroon na lang po ng memorandum of agreement between the agencies.

Again, to make it more in tune with the priorities of those departments

and

at the same time, for full transparency.

So, yun po ang ginawa natin sa convergence and social special support program.

Next slide, please.

Okay, and this is I think important to highlight.

Typically po, ang average projects ng DPWH

ay umaabot ng mahigit.

20,000 projects.

In the cases po, in 2024 and 2025,

nung napakataas po, halos isang triyon ang budget ng DPWH,

ay umaabot po yan ng mahigit 25,000 projects.

Ngayon po, talaga pong

nag-sumikap kami

na talagang ibaba po yung number of projects natin.

And there are several reasons for this.

Unang-una po is, number one,

number one,

we eliminated or tried our best

to eliminate all duplicate projects, number one,

and all overlapping projects.

Number two,

we really wanted to focus on the big ticket projects

and bring down the number of small ticket projects.

In fact po, for the BIP program,

of course, this is still,

we leave it up to the wisdom of the committee on this.

But BPM mandated to us,

under the BIP program,

to remove all projects below 5 million pesos.

And that also drastically reduced the number of projects.

And I think the third is also very important.

Alam niyo po, Mr. Chairman, Honorable Members,

nung pong pumasok ako sa DPWH,

isa po sa mga unang tinanong ko sa ating mga implementing offices

is,

ano ba,

ang ideal number of projects na dapat ini-implement

ng ating mga implementation offices,

yung ating pong mga district engineers and regional directors.

Kasi syempre po, kung ako'y district engineer,

halimbawa, sa isang distrito,

say, sa Iloilo po,

kay Deputy Speaker Janet,

no,

bilang isang district office or district engineer,

meron din po,

kung absorptive capacity ang distritong iyon.

Meaning, there is a limit to the number of projects

that can be implemented by a district engineer or a regional office.

Nalaman ko po, na lampas-lampas na po pala sa ideal number.

I think up to, you say, up to what?

Triple, quadruple?

In some case, triple, quadruple the ideal.

Kunyari po, ang ideal po na ini-implement lang

ng isang district engineering office ay,

sabihin natin,

isang daang proyekto lang,

umaabot na po ng times three, times four.

So, sinikap din po namin na iba ba ito,

kaya po nakikita nyo yung dramatic change

sa number of projects, no?

Sa number of projects ng DPWH,

because of those three reasons.

And I think this is very important po, moving forward.

Next slide, please.

Now, let me go po to the allocations per region.

In the last 10 years po, the average allocation for Luzon, Visayas, Mindanao,

and we can provide for the regional breakdowns of this,

is roughly 56% in Luzon,

27% in Mindanao,

and only 17% in the Visayas.

No, what we tried to do po,

dahil nga po we wanted to make this more needs-

Ito na po yung ating breakdown ngayon for 2027.

We brought it down po sa Luzon from 56% average over the last 10 years.

It is now down to 52% roughly.

Visayas is now at 20% from only 70% on average.

In the last 10 years.

And Mindanao po is a little lower po na 27 point.

Sorry, it's the same at 28%.

So we tried our best po to really make the budget for 2027 more equitable and more needs-based.

In fact po, and I'm looking, we tried to look at also the regions with the,

highest poverty incidences, namely Region 5, Region 8, Region 13, and Region 9.

And tinaas po namin yung budgets din po relative to previous budgets.

We can provide po the data.

So we know that this is not, still not perfect or it is not,

equitable enough, but we tried our best po to start o rin.

Trying to make the budget more equitable.

But this is a process that will require several years po of correcting,

which we believe was, you know, quite a, pasensya na po, no?

A more Luzon-centric budget, no?

And really try to make the budget more equitable for the regions that really need it the most.

Especially in the poorest regions of 5.

8, 13, et cetera, and 9, no?

Para po naman yung mga mas nangangailangan, e, mas mataas ang kanilang pondo.

This we feel is a good start, but personally po, this is still not enough.

And we will leave it again up to the wisdom of Congress.

If you feel that we need to reallocate some more in order to really address the needs,

especially of regions and provinces and areas that need it the most.

Next slide, please.

And let me now go po to flood mitigation, no?

And what the reforms we have tried to initiate, started to initiate,

and hopefully we will be able to continue to initiate with the help of Congress in the coming months.

As we implement the budget that will be eventually passed by Congress.

And these are po the six pillars of our...

reforms with respect to flood mitigation.

I just want to emphasize, no, that we will try not to use the word flood control anymore.

No, we are, we have had a lot of conversations po with the experts, specifically Project NOAA.

And we agree with them that we need to use better terminology because words matter and terms matter.

And it's really about flood mitigation or flood management.

Kasi po, yung control po...

It sends, I think, a wrong message kasi hindi naman po natin talaga makokontrol ang pagbahay.

Nakita naman po natin kahit sa mga mayayamang bansa, binabaha po sila despite the top class, world class infrastructure in Japan, in other countries.

Meron pa rin pong bahay.

No, I think we really need to focus on what we can do to mitigate para maibsan po natin yung nararamdaman natin.

Obviously po, ang dami po nating problema all over the country which we have seen just in the past couple of...

of weeks and months.

But I think, no, it's very important na gamitin po natin yung tamang terminology.

And according to the experts, especially Project NOAA, flood mitigation is really the proper term.

So, ito po yung ating mga reforms, no, na sinisimulan na natin.

Hindi pa ito perfect.

That's why we will need the help of Congress for this.

And we will need the help of our provinces, our LGUs.

To help us implement this.

But we are trying our best to start with these six pillars.

Number one po ay, kailangan po based na sa mga plano.

Inaamin po natin na hindi pa kumpleto ang plano.

Hindi pa updated ang mga plano.

Maraming mga area na wala pang plan at all.

Wala pa pong plano.

Halimbawa po, sa ibang major river basins natin, wala pa pong master plan.

No, there are really just a handful of major river basins na meron ng master plan.

No, marami pa pong wala.

Marami po po mga LGUs na wala pang drainage master plan.

Kaya, importante din po na hingin po namin din ang tulong ng ating committee at ng kongreso.

Sana po, bigyan tayo ng mas maraking pondo for project studies, feasibility studies, and master planning.

Kasi po, in the past budgets, napansin ko po,

mababa po.

Ang naibibigay sa DPWH for feasibility studies, detailed engineering.

At dahil po doon, nagsasuffer din po talaga.

Hindi lang ng pagpaplano ng mga proyekto, kundi yung pag-implement ng mga proyekto.

Ikalawa po, we need po to focus on closing the gaps and finishing unfinished flood mitigation projects.

Nakikita na po natin ngayon yan all over the country.

At nakakalungkot po talaga.

Marami sa mga nasangkot na damay sa flood control scandal ay unfinished.

Halos lahat po ay unfinished.

Ang problema po dyan, kapag ang isang halimbawa, isang dike ay unfinished, meron po yung butas.

Tumatango po ang ating kaibigan at si Honorable Congressman Toby Chanko sa navotas.

Example po ang navotas dyan.

Ang dami pong mga butas,

mga gaps.

Kaya po nung ako po ay pumasok, sa unang-una pong tumawag sa akin ay si Kong Toby.

At ang unang-una po niyang hiningi ay isarado ang mga gap.

At ginawan po natin ang paraan.

Nag-anap po tayo from savings, nag-reprioritize po tayo para isara ang lahat ng gaps ng navotas.

At ang naging immediate effect po noon, especially po, kasama na rin po yung pagpapagawa ng pumping station at mga flood gates,

halos wala pong bahasan.

Ang dami pong mga butas this year and I think Congressman Toby can attest to that.

Pero all over the country po, ang daming butas.

Ang problema po dyan, kapag ang isa pong revetment, alimbawa, ay may gap.

At alam po nung ating mga, tumatango po ang ating mga members dito.

Pag tinamaan po ng bahayan, sigurado po, 100%.

Kahit hindi pa substandard yan.

Kahit maayos pang pagkagawa niyan.

Kung yan ay may butas, yan po ay masisira.

Dahil po, pag ang gap ay pinasok ng tubig,

papasok po ang tubig doon sa gap na yan at wawasakin po niya yung deking.

At yun po ang nakikita na natin na nangyayari all over the country.

Kaya very critical po, ang pagsasara ng mga gaps na yan.

At medyo, hirap din po kami dahil tali po ang kamay namin sa DPWH.

Bakit?

Dahil po marami sa mga may gap din ay subject ng investigations po ng iba't ibang ahensya.

Tulad ng ombudsman ng DOJ, ng NBI.

At ng COA.

At kapag po subject ng investigation,

hindi po natin basta-basta na lang mapapagawa yung mga proyektong yan.

Halimbawa po, sa Bulacan po,

na kailangan-kailangan talaga dahil diyan po yung karamihang mga binaboy na proyekto.

Hirap na hirap po kami magpaayos ng mga proyektong nababoy.

Dahil po, isang katutak po na proseso at requirements po ng COA

para po makakuha ng COA clearance para ma-

simulan ng pag-repairs.

Kaya po, humihingi din po kami ng tulong sa committee, sa kongreso.

Baka po matulungan kami dyan.

Dahil po, kahit gusto naming ayusin ang mga gap na ito,

kung ito po ay subject ng investigation lalo na,

at subject ng COA, either suspension or disallowance na,

hindi po namin magawa yan ang basta-basta.

Ikatlo po, kailangan po, gaya ng sinabi ko kanina,

lahat ay may kailangang approved plan na.

Hindi na po pe pwede na project title lang at cost.

Ganyan po ang nangyari dati.

Unfortunately.

Ngayon po, hindi na po pe pwede yan.

Ikatlo po, gusto din po namin mag-focus on integrated water resource management.

Kaya importante din po sa amin,

ang pagpapagawa ng mga detention at retarding basins at mga dams,

na hindi lang po objective ay mag-mitigate ng pagbaha,

kundi mag-imbak din ng tubig.

Mag-imbak ng tubig para sa irrigation,

mag-imbak din po ng tubig para sa water supply po,

na in some areas po ay kailangan-kailangan ng mga communities.

Ikalima po ay kailangan po coordinated na po talaga sa mga regional development councils natin,

sa ating mga provincial governments at local governments.

And finally, kailangan po may actual deutaging,

hindi lang po yung ginagawa sa opisina,

pero kailangan po talaga may retrato at nandun mismo sa area kung saan pinagkuhan.

Next slide po.

So halimbawa po, I will just give a few examples po,

ng mga flood control or flood sorry, flood mitigation master plans.

Pasensya na po, nagkamali po siya dito.

Flood mitigation master plans.

Halimbawa po,

sa NCR.

Sa Quezon City po, meron na pong approved Quezon City Drainage Master Plan.

Kaya po, lahat po ng ating pinopropose at ginagawa ngayon

ay nakaakmana po sa Drainage Master Plan ng Quezon City.

Halimbawa po dito, yung ginawa natin sa G. Araneta,

which has proven to be quite effective dun sa area ng Tatalon.

There has been significant relief in terms of heights of floods

and the soil.

Speed at which yung flood po e bumaba.

Na nakita na po natin.

And anecdotally, yun din po ang sinasabi na rin po ng mga residente ngayon.

So, kapag coordinated po, there is a greater effectivity and efficacy sa mga proyekto

dahil po naarang na po ito at naplano na po.

Another example po ay yung Metro Cebu Integrated Flood and Drainage Master Plan.

Unfortunately po, nung nakaraan,

kagaya na rin po, nakita halimbawa nung ating ombudsman,

eh hindi po nakaakma dito yung mga nagawa nung makaraan.

So, ngayon po, we are making sure that our flood mitigation master plans

in Cebu are also in line with the Metro Cebu Integrated Flood and Drainage System Master Plan.

Kasama na rin po, halimbawa po sa budget natin ngayon,

ang mga dams natin, halimbawa sa Mananga River,

which was really the major cause of the flooding nung Bagyong Tino.

Dahil wala pong protection sa upstream, yun po ay ginagay na po natin dito sa 2027 budget proposal ng DPWH.

And finally po, for Mindanao, as an example, yung po Iligan City Drainage Master Plan.

Kung maaaralan nyo po, mabigat din po ang tama ng northern Mindanao,

lalo na ang Iligan.

Ah, nung nakaraan

So, ito po ay binabase din namin sa current master plan na available.

There are others.

Like the Bicol River Basin Master Plan, the Cagayan Valley Master Plan, the Central Mindanao River Basin Master Plan

sa areas po ng Maguindanao at Cotabato.

Lahat po ito ay tinatake into account na rin natin sa ating mga projects na pinopropose.

Meron din po tayong, syempre, yung ating importanteng mga continuing foreign assisted,

flood mitigation master plans.

Ito po ay mga ongoing projects na and I just want to run them down very quickly.

Syempre po, yung Pasig-Marikina River Channel Improvement Master Plan.

Ito po ay laging binibida ng Marikina dahil nga po dito sa ginawa nito.

So, since on doy, considerable na po ang naging magandang epekto ng mga proyektong ito sa flooding sa Marikina.

Hindi pa po tapos.

Ang iba dito pero pinipilit na po natin silang tapusin bago matapos po ang termino ni Pangulong Bongbong Marcos.

Ikalawa po yung integrated flood resilience and adoption projects sa iba't ibang areas po sa Pilipinas

kasama na po sa, halimbawa, sa Abra, sa Agus River, sa Mindanao, sa Tagum at iba pang areas po.

Ito ay funded ng Asian Development Bank.

Ang Cavite Industrial Area Flood Risk Management Project na provided ng JICA.

Ito po ay ongoing din although meron na po tayong completed yung master plan and feasibility.

Kompleto na rin po ito at nag-i-implement na po tayo ngayon hopefully by September.

by september 2029. finally i think this is very important especially to the districts no um we

wanted to give an update on the ongoing status of procurement of projects um for 2026 and off

the bat i will have to say the very delayed putter no and there are several reasons maybe we could

move to the next slides first now before we go to the schedule okay there are three major reasons

and uh i'm not making excuses here i am just stating putter

because these are really very different times for dph since last year number one

nagaa hindi po tayo nakapag early procurement traditionally po ang dpwh po talaga eh

October pa lang of the previous year, eh nagsustart na po ang bidding.

who used to be part of the dpwh family

nasa net na po ang mga proyekto

nagaano na po yan nag-early procurement na po yan ng october of the

previous year no hindi po nangyari yan nung 2025 dahil well dahil na rin po sa nangyari no

Dahil hindi po, nagbago po ang NEP ng DPWH.

dramatically as a offshoot of that halos lahat to roughly about 460 billion of projects

which is essentially the entire capital outlay budget of DPWH

for 2026,

ay naging for later release or pizarro meaning hindi po yan available kagad ang saro no at na

release lang po ang saro nung late may at june of this year so dun parang po talaga nakapagsimula

ng procurement after na na-release yung saro nung late may at early june so yun po these are just

facts po i'm not again i i don't uh for those of you especially you know me ayoko pong nagbibigay ng

excuse but this is really just a fact that we had to deal with and finally ito po kasama na rin sa

reforma ito and sasabihin ko na rin po ang totoo sa committee at alam din po to ni chairman dati-dati po

sanep wala pa pong dokumento yan mostly no yun po ang totoo madalas diyan project title cost rank

so warapapoy on plano pero ang nangyari po kahit na early procurement marami po sa mga

proyekto pasintabi na po sa mga matagal na sa dph pero totoo po dyan marami po dyan nagpapabid na

hindi kompleto ang requirements hindi kompleto ang plano o hindi pa updated ng plano ginagawa

Ngayon po talaga, sinigurado na po natin na magawa yan. At nagiging problema din po dahil kulang

ang funds for

planning, detailed engineering, and FS.

para sa paggawa ng programs of work

ngayon po talaga sinigurado natin na pag pag nag bidding kailangan meron ng clear program of work

wala na po yung in-implement yung isang flood mitigation project tapos po pag kayaan e inaudit

e halos walang ipapakitang plano yung mga either yung contratista o yung district engineer which

we found out to be the case in in many situations so yun po ang naging rason po na nung delay

again not as an excuse but just as a uh as a factual statement of what happened so ito po ang

latest schedule po natin and we we understand po na kasi po the economy

is really suffering mr chairman no and i'm sure that is also the concern of many of our honorable

members na talaga pong napakababa po ng public infrastructure spending ngayong 2026 which is

reflective now of the um uh underperforming growth rates that we have in terms of gross domestic

product um and previous slide please previous right okay so ito po ang ating update no as

there are a total of seventeen thousand seven hundred sixty four projects for dph or the 2026

budget this is roughly capital uh equivalent to a capital outlay of 460 billion pesos

a total of fifteen thousand thirty two have been already advertised

ito po yung procurement no as a first step in advertised as of august 23 2026 yes sunday po

we can give the latest numbers as of today no for the committee and this constitutes roughly about

76 percent or 349.5 billion out of these 460 billion ang award na po ay 7467 projects roughly

about 32 percent of 460 billion or 146.1 billion but we are confident po dahil nga

marami na pong na-advertise at meron pa pong bagong mga ina-advertise as we speak every

week po everyday in fact nadagdagan po ito opo nadagdagan po ito we are confident that by

end of september mahigit 80 percent na po of these projects will have been awarded already

by the end of september of 2026. so we are really doing our best but by the end of the third quarter

we are also very confident na at least 80 percent po na-award na at magsisimula na po para sa fourth quarter

and finally po if I may this was requested po by chairman the honorable chairman

next slide please ito po yung budget utilization from 2021 to 2025 the last five years

Opo, aaminin ko po, because of the situation,

the very unique situation for 2026,

magiging mababa po ito in terms of disbursement.

But we are really trying our best to

catch up given the very unique and unforeseen circumstances that the department faces.

next slide please and i just want to finally pause a couple of more slides we just wanted to

do a rundown of the other major programs of the department asset preservation program

it is important for us to explain this to the honorable members um especially i think you have

experienced this in your districts as well

ito pong rehabilitation reconstruction uh construction of uh uh reconstruction of

road slips and collapses very important po ito no and we we put some uh a a budget line item for

this these are situations po halimbawa po if i may just give examples po no sa ating mga

mountainous regions especially say in cordillera or in uh

SOCCKSARGEN

po sa region ni sds dinan marami po tayong mga mountainous areas mountainous roads all over the

country na unfortunately nasisira na po at nagsisrip ang road strip po ay halimbawa po ito sa buda road

sa bukit nun no uh kung makikita po yun yung anong yan no yung yung nasira na area na yan na

nag collapse

I think everyone is familiar with this.

ang problema po natin sa mga mountainous roads natin or whatever reason um maybe they were poorly designed in the past or whatever

the problem is marami po diyan nagsisrip na kahit po walang calamity

kahit po kasi may ituindihan naman po natively kung nag earthquake o nagbaha å nagbaha ahm maguguhuh po habi po sa cordillera po

Nandun nga po ako nung Sabado, andami po talagang nawasak.

May mga na-cut-off na roads dyan.

Pero ang problema po natin, hindi po natin magagamit ang disaster or QRF funds

kung nag-roadstrip ang isang lugar.

Karimbawa po, dito sa Bukidnon, wala namang pong calamity nung nag-strip ito eh.

Wala. Walang earthquake. This happened, I think, after the earthquake.

And wala namang bagyo. Bumagsak na lang.

So, paano po poondohan yun?

Hindi po pwedeng hindi po poondohan yun agad.

So, ang ginawa na lang po namin dito, we used savings.

But we feel very strongly that we need a fund that will allow us to address this

during situations na wala pong kalamidad.

Pag may kalamidad po, okay lang, may QRF tayo.

Pero madami po talaga na kahit na walang calamity, bumabagsak na.

Tumatangu po si...

Deputy Speaker Bambi, kasi I'm sure po sa mga mountainous areas

ng Misamis Oriental, nangyayari din po ito.

And this is very critical because if these roads are cut off,

these communities cannot afford to wait another year

na hindi mapopoondohan at maayos itong mga proyektong doon.

At kaya naman pong ayusin.

Nagimbawa po, sa itong Buda Road, natsira itong October.

One month pa rin po ako sa DPWH, nawasak ito.

Nasira po ito.

Nakahanap po kami ng paraan na fund namin with savings.

Nagawa po ito in wala pong dalawang buwan.

Naayos po.

At ito po yung naayos na nakikita nyo ngayon sa kabigang side.

Naopen po namin ang Buda Road in less than two months.

But I think we need this.

This is a dramatic and very important need that needs to be addressed

because this keeps on happening everywhere.

Ang isa po,

yung madagas ding nangyayari ay yung upgrading ng mga drainage

at yung mga tinatawag nilang off-carriageway road safety.

Again, pasensya na po, dinatnang-nagang natin na problema to.

But I think the districts will know this very well.

Marami po sa mga roads, unfortunately, na ginagawa ng DPWH in the past,

ginagawa yung kalye, walang drainage.

Marami po yan.

Even along Mahari Highway, nakakalimutan po ang drainage for whatever reason.

So kailangan pong, and again, this is also a reason bakit nasisira ang mga karye ng mabilis.

Kasi kapag ang karye po ay walang drainage,

ang tubig po ay pumupunta sa karye at hindi dahil walang drainage.

At dahil po doon, nasisira ang karye ng mabilis.

So I think

we need to fix this.

And also, yung pong safety, yung mga barriers natin.

Marami din pong mga areas, again, gago na sa mga mountainous roads,

is hindi po nasasama yung mga safety barriers.

And this needs, I think, to be addressed.

Now, in order po to, anyway, let me proceed po with the next one.

Ito, very important din po ito.

Yung tulay.

And

I can see everybody nodding po.

Because all over the country, again, unfortunately, dinatang,

naran po natin ito, marami po sa mga tugay natin,

ay 40 to 50 years old na.

All over the country.

From Luzon down to Mindanao.
