"text": "Secretary Ma. Theresa P. Lazaro of the Department of Foreign Affairs (DFA) and department officials linked unused appropriations and continuing requests for additions to concrete causes: delays to headquarters and overseas-property projects, posts opening late, lower passport demand after validity was extended, and reduced assistance and legal-fund use after the Department of Migrant Workers (DMW) assumed most overseas-worker cases. They also explained that some e-passport funds needed special release and could carry forward. Senator Erwin Tulfo questioned why additions were sought alongside unused funds; officials said some wish-list items had been omitted from the National Expenditure Program (NEP).",

Ejercito raised the risk that APO Production might stop making passports if the fee stayed unchanged, and asked how the proposed increase would affect overseas Filipino workers and other applicants. Lazaro said the DFA had asked APO to postpone a change until the planned new-generation passport in mid-2028, citing the three-year restriction under the Philippine Passport Act. On reports of passports not reading at E-Gates, Assistant Secretary Anne Jalando-on Louis said the reader might be at fault; an Australian Border Force issue was reported resolved, while the DFA continued its investigation with the Bureau of Immigration (BI). Louis and Lazaro said the DFA had not been invited to test the E-Gates before installation; BI equipment and passport samples were to be tested through the technical working group.",

Lazaro said European Union privacy rules prevented France from sharing asylum details, while the Philippine Embassy in Vienna had no information on whether Austria had denied Harry Roque asylum. The DFA also said the lack of extradition, transfer-of-sentenced-persons, and mutual-legal-assistance agreements made cooperation with the countries discussed more difficult.",

"label": "DFA appropriations, utilization and unreleased funds",
"text": "Senator Erwin Tulfo questioned the Department of Foreign Affairs’ (DFA) unused appropriations and requests for funds. He cited about ₱10 billion unused against the 2024 General Appropriations Act (GAA), ₱12.4 billion against the 2025 GAA, and ₱23 billion unused as of June against the 2026 GAA of ₱28.3 billion. DFA Assistant Secretary Emilio T. Fernandez said the 2024 and 2025 budget obligation rates were 83% and 80%; maintenance and other operating expenses and capital outlay had two-year validity and could continue into the following year. DFA Secretary Ma. Theresa P. Lazaro referred the question to Fernandez.\n\nFernandez attributed unused balances to a DFA headquarters retrofit delayed by failed bidding, lower assistance-to-nationals (ATN) and Legal Assistance Fund use after the Department of Migrant Workers (DMW) took over most overseas Filipino worker (OFW) cases, lower passport demand after passport validity was extended from five to ten years, postponed overseas property projects, and foreign posts that opened late in the year. ATN use fell from ₱826 million in 2023 to ₱639 million in 2024 and ₱498 million in 2025; across 2021–2026, ₱4 billion of the ₱6 billion ATN appropriation had been obligated, or about 67%. Passport appropriations and obligations were ₱4 billion and ₱2.1 billion in 2024, and ₱4.3 billion and ₱1.9 billion in 2025. Fernandez said passport demand could rise again in 2028.\n\nAsked about ₱6.3 billion in 2024 appropriations said to be unreleased by the Department of Budget and Management (DBM), Fernandez confirmed ₱10 billion in unused funds, including ₱4.2 billion in unobligated allotments carried forward and unreleased appropriations mainly for e-passports subject to a special allotment release order (SARO). He identified about ₱6 billion for passports and ₱50 million for the International Commitments Fund within the unreleased amount. The passport funds could remain available as continuing appropriations. DBM OIC Director III Mary Rose P. Aguilar explained that e-passport funds required a special budget request; because DFA’s current provision was not fully used and spilled over into the next year, DBM released requested continuing appropriations while the unreleased balance grew.\n\nFor 2026, Tulfo cited a ₱28.3 billion GAA and ₱23 billion unused as of June, and asked for the disbursement position as of August 31. Fernandez reported a budget utilization rate of about 55%, then gave ₱17.5 billion as the amount obligated, clarifying that it was the amount used rather than the amount remaining. The exchange does not establish a disbursement rate. Tulfo also asked why DFA made ₱1.6 billion in budgetary adjustments despite low utilization, including ₱1.5 billion for miscellaneous personnel benefits, ₱77 million for pension and gratuity, and ₱26.1 million from the contingent fund. Fernandez said such adjustments usually met additional personnel-services requirements at posts requested from DBM.\n\nTulfo questioned utilization of the Legal Assistance Fund, citing ₱364.5 million appropriated and ₱2.4 million used. DFA OIC Undersecretary Ezzedin H. Tago explained that DMW’s Action Fund and Migrant Workers Offices (MWOs) now fund most OFW legal cases. DFA used its fund for 25 cases involving seven OFWs or other overseas Filipinos, and in 2026 for 16 cases involving overseas Filipinos, mostly in countries without MWOs. DFA’s cases include tourists, people in transit, permanent migrants and pilgrims who cannot hire counsel or are in countries without legal aid. Tago said Filipinos in Sabah who are not OFWs fall under DFA outreach. The exchange did not state a disposition changing DFA’s appropriation.",

"text": "Bolivar said that of 10.5 million overseas Filipinos, 2.7 million were overseas Filipino workers (OFWs) directly under the Department of Migrant Workers (DMW); the DFA continued serving other overseas Filipinos and OFWs in places without a resident Migrant Workers Office (MWO). When Senator Tulfo interrupted the presentation to ask who handled labor problems where there was no MWO, Bolivar said DFA embassies and consulates assisted and coordinated with the MWO holding jurisdiction. DFA OIC Undersecretary Ezzedin H. Tago explained that Overseas Workers Welfare Administration (OWWA) operates as part of an MWO or Philippine Overseas Labor Office (POLO), rather than independently; an embassy could refer a worker to the MWO with jurisdiction or contact OWWA when the worker was a member, and otherwise the embassy provided assistance.\n\nTulfo cited a list of 38 embassies without an MWO. Secretary Lazaro corrected the count to 67 DFA posts without DMW offices, including consulates, and said DFA posts assisted and repatriated people in those jurisdictions. She gave as an example Filipinos married to Iranian nationals who were moved to Turkey during the war. Lazaro said host-country objections and bureaucracy could delay new DMW offices, though DFA and DMW continued discussions, including for Southeast Asian scam areas. She said foreign service officers were trained in assistance-to-nationals cases, identified Nigeria, Vietnam, Laos, Cambodia, Russia and France among places without MWO offices or still in the pipeline, and agreed with Tulfo that DFA staff at the department's 105 posts could handle OFW labor problems where an MWO was absent.",

Lazaro said European Union countries, including France, apply strict privacy rules and would not provide asylum information; DFA’s embassy in Vienna likewise had no information on whether Roque’s asylum had been denied. She said she had previously heard that Co was in France from the Czech Republic’s foreign minister. Lazaro said DFA seeks extradition, transfer of sentenced persons, and mutual legal assistance agreements in bilateral consultations, and that the absence of these agreements with the EU countries discussed made cooperation more difficult. On passports, she said issuance would be guided by court orders and other agencies; when a person has an arrest warrant, DFA would not issue a passport and could instead issue a travel document for return to the Philippines.",

He described monitoring before, during and after exercises, information campaigns, and stakeholder consultation, including Pacific Partnership 2026 activities scheduled for September 21?28.\n\nTulfo asked who handled claims when visiting-force exercises caused injury or damaged private or public property. Habulan said the Armed Forces of the Philippines (AFP) and the visiting-force component determine responsibility; the responsible force or country compensates injured people or loss of income. He cited a 2024 Palawan accident in which a nine-year-old boy was injured by a U.S. forces driver on official duty. The United States provided an initial $5,000 for hospitalization and continued support through recovery and follow-up consultations. Habulan described a first threshold of $5,000 approved by the commander in place, a next level he stated as $25,000, and a higher threshold he qualified uncertainly as “$25,000, I think, or $20,000,” which would go to the United States for a decision on continued support. For other property losses, he said the AFP and partner force determine responsibility and whether the AFP or visiting-force partners pay.",

Lazaro said allowances were reviewed every two years under Executive Order 73, using factors including foreign-exchange changes and comparisons with Association of Southeast Asian Nations (ASEAN) embassies. FSI’s pre-departure seminars brief staff on local entitlements. Lazaro distinguished living-quarters allowance for housing from overseas allowance covering utilities and other expenses; base salary remained the same as in the Philippines. For staff experiencing depression or other difficulties, DFA’s Human Resources Office offered online psychosocial counseling as part of its wellness program. Asked about medical care for personnel and families, Lazaro said DFA’s global insurance had been able to meet personnel medical expenses.",

He cited the current PHP950 fee, APO's proposed PHP1,500 fee, and a proposed PHP1,200 discounted fee for senior citizens, other eligible groups, and overseas Filipino workers (OFWs). He asked whether the Department of Foreign Affairs (DFA) would approve the increase or act before passport supply was affected.\n\nDFA Secretary Ma. Theresa P. Lazaro said the DFA had asked APO to postpone the increase, while recognizing that the fee had not risen for about 10 years. She said the DFA planned to launch a new-generation passport in mid-2028 and explained that the Philippine Passport Act bars a price increase within three years; changing the fee before the new passport's different paper and other features were introduced raised a timing concern. Ejercito understood the proposed hold to extend until the new-generation passport, and Lazaro confirmed mid-2028. Lazaro said the DFA still needed to communicate and explain the change.",

"text": "Ejercito raised public reports that some passports could not be read at E-Gates in the Philippines and at airports abroad, forcing travelers into manual immigration queues. DFA Assistant Secretary Anne Jalando-on Louis said the DFA had received isolated reports and had formed a technical working group with the Bureau of Immigration (BI), the DFA Office of Consular Affairs, airport authorities, and the private E-Gate technical team. The DFA and APO had submitted passport technical requirements to the International Civil Aviation Organization (ICAO), provided specimen samples, and were monitoring the E-Gates. Louis said a reported Australian Border Force problem had been resolved. She and Lazaro said the reader, rather than the passport, might be at fault, while the DFA sought specific passport details to investigate; coordination with the BI was ongoing. Ejercito asked whether affected passports would be replaced at no extra cost; Louis disputed the premise that the passports were defective. He also criticized the eligibility restrictions he described as limiting arrival E-Gates to Filipinos and departure E-Gates to foreigners because of anti-trafficking controls.\n\nSenator Erwin Tulfo pressed Louis and Lazaro on whether the DFA had been consulted or asked to test passports before the E-Gates were installed. Louis said the DFA received no invitation to participate before installation; Lazaro said there had been no letter or pre-installation testing and that working-level discussions had only recently begun. Lazaro said she had been surprised by the readers and also considered the reader itself the likely issue. Tulfo asked whether unusable E-Gate equipment could be returned or refunded. Louis described the technical response: after checking with APO, the DFA contacted the BI, established a technical working group, and sought specific passport records and technical details. She said consultations and sample checks at the airport were ongoing, and that the BI would provide an E-Gate machine for APO to test at its Lima Production Facility.",
