Balisacan agreed with the report and said excavation revealed that the adjacent older building had unstable walls. DEPDev Undersecretary Ma. Monica P. Pagunsan explained that the 1972 building had no available as-built plans, and renovation exposed conditions that could not be seen at inspection. DEPDev also had to wait for Department of Public Works and Highways (DPWH) retrofitting work on the old building, rejected its first completion, and corrected areas revealed by further investigation. Pagunsan said soil testing had been done, but the old foundation still needed strengthening and as-found conditions required variation orders.\n\nTulfo asked for the project status. Pagunsan first gave 96% for Phase 1, then corrected that figure to 90.75%; she gave 96.67% for Phase 2 and 87.06% for Phase 3, as of August 31, 2026. She expected the transfer to take place in January. Tulfo said he was satisfied with the explanation.",

The exchange does not identify the appropriation year or whether this was an NEP or GAA amount. Balisacan thanked the Senate for the RDC support in the prior year's budget and sought additional resources for the councils, without naming an amount. He explained that RDCs are separate from the Department of Economy, Planning and Development (DEPDev), which serves as their secretariat, and said limited funds constrain coordination and mobilization. Additional resources could help councils develop more implementation-ready regional projects consistent with national priorities. Balisacan cited a presentation showing that only about 40% or less of RDC high-priority projects appeared in the National Expenditure Program (NEP); DEPDev and the Department of Budget and Management (DBM) were strengthening coordination to increase that share. No amount or disposition for the additional-resource request was recorded.",

Senator Raffy T. Tulfo interjected that foreign nationals had obtained Filipino citizenship through late registration and urged a one-year amnesty period, followed by an end to new late registrations. Mapa said PSA had proposed an executive order for a one-year drive to reach unregistered people and remove fees, and had required late registrants to appear in person so the National ID team could collect biometric and demographic data. He agreed a time limit was needed and said PSA's birth registration assistance program had reduced a figure of nearly 4 million unregistered people in 2020 by registering about 600,000 since then. Mapa also said birth registration is a universal right and late registration could not simply be stopped. No final end date or disposition of the proposed executive order was reported.",

Tulfo argued that Philippine Statistics Authority (PSA) civil-registry forms omit parents' exact dates of birth, previous or dual nationalities, and known aliases, leaving gaps that could be exploited through late birth registration. He cited 1.2 million to 1.4 million births registered annually and urged the Department of Justice (DOJ) to coordinate with civil-registry and local-government authorities on adding these fields to birth, marriage, and death forms. He said the additional data could support automated lineage checks against historical records, reduce reliance on affidavits, help prevent fraudulent passports and identity changes, and aid law-enforcement and national-security investigations.\n\nAfter showing a birth-certificate form without the parents' birth dates, Tulfo asked whether PSA could add those dates and require proof of the parents' records, or use a searchable number. PSA Undersecretary Claire Dennis S. Mapa supported the proposal. He said some of the suggested fields were in the pending Civil Registration and Vital Statistics Bill; PSA would seek their inclusion in a new law and, if adding parents' dates fell within the Civil Register General's authority, would put them on the new form.",

He said the country consumes about 450,000 barrels per day. Tulfo also described interest from Saudi Aramco: the companies would build and supply the reserves, the Philippines would provide land, and the country would receive first priority for the stored fuel. He said this would require no Philippine outlay and could slightly reduce prices by avoiding some transport, and mentioned Department of Energy (DOE) discussions with Japan's Ministry of Economy, Trade and Industry (METI). These were Tulfo's descriptions of proposals, not an agreed arrangement.\n\nBalisacan said the country should explore the proposal and choose the most fiscally and economically viable approach, given the high cost and security importance of energy. He also supported diversifying energy sources, including considering nuclear power if the technology could be managed safely. Tulfo asked him to raise the storage proposals with the President, saying Marcos had been informed of ADNOC's interest and Saudi Arabia had recently made a similar proposal.",

He cited amendments to the Electric Power Industry Reform Act (EPIRA) to address high electricity costs, as well as measures for accountability, transparency, and access to information.\n\nTulfo asked whether lower construction spending had contributed to the slowdown and whether the 2027 infrastructure budget would help. Balisacan said public investment had sharply contracted in the last two quarters, reducing GDP growth by at least one percentage point. He also cited Middle East conflict-related inflation, weaker consumer purchasing power, and lower investment sentiment; consumption accounts for nearly two-thirds of the economy, and private investment had also been hurt by falling public investment. He said recovery was beginning. Balisacan reported that DBM expected agency budget releases and contract disbursements with clear records to support renewed construction; public investment had contracted by almost 30% per quarter in the prior two quarters, and unspent funds plus the current quarter's budgets would need to be mobilized in the final quarter. He pointed to projects at DPWH, DepEd, and DA, including classrooms, farm-to-market roads, and irrigation.",

Balisacan agreed that cascading retention projects had been needed for years and said they should be part of a long-term infrastructure roadmap. He described a presidential directive for DEPDev and infrastructure agencies to produce a clear flood-control master plan with identified funding, including initial cisterns for Metro Manila as part of the longer-term plan. Ejercito then asked DEPDev to support his proposed Master Plan for Infrastructure and National Development (MIND) Act so major infrastructure plans would survive changes in administration. Balisacan supported the bill, saying DEPDev's charter makes it custodian of long-term infrastructure master plans and the bill could strengthen that role. Ejercito urged planning for a 50-to-100-year horizon rather than a six-year presidential term. Balisacan said the bill's institutional arrangements should support smooth transitions and require proposed deviations from a master plan to go to the Economy and Development Council, chaired by the President, for approval rather than being made unilaterally. Ejercito also asked how the plan would connect projects across the Department of Public Works and Highways (DPWH), Department of Transportation (DOTr), Department of Agriculture (DA), local government units (LGUs), and other agencies; Balisacan said continuity and coordination could prevent misaligned projects, added expense, and delays.",

He contrasted them with the North-South Commuter Railway (NSCR) and Metro Manila Subway, which he associated with Japan, the Japan International Cooperation Agency (JICA), and the Asian Development Bank (ADB). Balisacan said the government, through the Department of Finance (DOF), remained open to other participants. He cited discussions with Spain and France about financing South Long Haul, but explained that the earlier feasibility study had been prepared by a Chinese consultant and a new partner could bring different technology, requiring the preparation to start nearly over. He also said railways had been discussed during the President's visit to India. No new financing agreement was announced.\n\nEjercito argued that rail links could spread growth beyond Metro Manila and support jobs and growth areas in Mindanao and Bicol. Balisacan agreed that better rail connections could make growth more inclusive rather than Manila-centered. He described earlier discussions about preparing feasibility work for a rail line from Manila or Clark toward Cagayan and said rail was a lower-cost way to move goods than the usual bus or truck system. Ejercito supported continued work on Mindanao Railway and South Long Haul, He also supported cargo service for Cagayan Valley.",

PPP Center Executive Director Rizza Blanco-Latorre said the Center provides implementing agencies technical assistance from project development through evaluation, approval, and monitoring. No private company submitted a bid, although four firms had bought bid documents. Blanco-Latorre said prospective bidders cited the long interval from project approval to bidding and costs they considered too high after economic changes over the preceding six months. At least two of the four still wanted to support the project, and the Center, hospital, and management team were discussing how to revive it and update its assumptions.\n\nAsked about other near-term opportunities, Blanco-Latorre said the pipeline had more than 250 public-private partnership projects across national agencies and LGUs at different development stages. She described week-on-week monitoring of about 10% of that pipeline and said 25 to 30 projects were expected to be awarded during the administration. She added that some long-delayed projects had been approved and implemented and were expected to begin operating in the coming months.",
